Here is an advert I see on Rightmove today:

Please see the attached brochure, the rotunda is being marketed as development site with-  "Positive pre-application feedback for redevelopment of the existing site."

I was not around when the previous development was under review, just flagging up for the visibility.

This is a total disgrace.

1. Any indication of what the redevelopment intention is? Residential or Commercial?

2. Are there any details on the "positive feedback" and the source?

3. When, where and how do we object to any form of planning?

This has been tried previously and failed but the current proposal is a lot smaller.

Does the previous planning still have a thread on this site?

I?ve filled it in saying that the Rotunda belongs to the residents of the estate and Barratt Homes has no right to sell it off.  Also advised that we?ll be opposing the development. 

Does anyone know if there are any official plans in with the council yet?

I haven't seen any formal planning application yet.

Someone in our building has kindly summarized the issue and drafted an objection response for those who wish to use it below:



Dear Residents of Virginia Quay

Responding to developers seeking to build a tower block on the rotunda and green space

As you may have already heard, a building developer is trying to build a tower block on the rotunda and surrounding green space, with apartments and commercial activity. You may have had a leaflet from City & Suburban and Concilio. You can find a copy of their note below.

Many residents are very concerned about this proposal, and seek your support to say NO to the proposed development. Please send your response to Consilio on brogers@conciliocomms.com  to OPPOSE the development.  A proforma response is shown below for your convenience.

This area of the rotunda, surrounding green space and wheelchair access,  is an essential part of the Virginia Quay estate, as shown in the original plans and approved by regulators. It is much part of our estate as the Jamestown Monument, or the Meridian. Now, a developer is trying to take it from us.

Previous efforts by speculators to take over the same area of the estate have been refused by planners, as it is entirely clear from the original plans that it is intended as amenity space for residents, and alongside the Thames Path.

The letter from Consilio says that the rotunda has been a marketing site and that it is "underused" and "poorly accessible". In reality, the rotunda has not been used as a marketing site for 20 years, but has been a  highly valued amenity for residents of the estate, both for the management office and for community meetings. The area is not underused, and has plenty of life in it. Consilio's description of the area is entirely inaccurate.

The proposed development is a "garden grab" on our estate. If this one goes through, it is likely that developers will have a go at the Jamestown Monument  area, the Meridian area, more and more.

We hope that you will join your voice in saying no to the proposed development.

The thoughts and views of those who live in and around the Rotunda building are the focal point of this stage in the proposals - we value your opinions and encourage you to engage.
 
Just to clarify, these proposals have not been finalised and this is not a done deal. This is a preapplication stage in which City and Suburban Ltd are offering those who are interested the chance to view our proposals, respond with their thoughts and convey what they would like to see from the area. It is the goal of City and Suburban Ltd to gain feedback from residents and those living in the area and take on board these views going forward.

I could be wrong but probably a bit pointless raising concerns with the developer or Concillio? Because they will use your objections to arm themselves with info to put forward a counter argument when they submit their application and to avoid being blind sided? Need to keep an eye out for the tower hamlets application (assume not already done?) and object at that point? But generally I?m not sure councils refuse things like this if in keeping with the development but I?m not sure what the grounds were in the past if previously rejected.

As a resident of Atlantic court I have still not received any correspondence relating to any proposals. I knew something was going on when Gerry told me the Rotunda had been sold for 1.25m and they had to move out. Perhaps we will not be consulted  as serious objections may be obvious. Like previous poster mentioned effoorts may  be pointless and counterproductive until an application is submitted. It might be an idea for folks to make use of the garden and benches with photographic evidence for submission to planning at a later date if necessary. It is our only green garden space in the development.

    As an owner and resident of Atlantic Court for fifteen years I can assure you that any attempt to redevelop this property will be met with fierce objection and opposition by all residents o the community and its residents association.
  This has been attempted before and failed and would do so again.

Today 22 July a guy working for SG Trees doing a survey on the five trees in the Rotunda garden area with a view to report to Glen Charles and go for their planning application regarding the removal of trees. I spoke to a guy called Grank Spooner of S G Trees who confirmed this and here is his telephone number 01737 813058

The Savills listing info for thr freehold says the rotunda was leased until May 2022 for peppercorn rent, so presumably that was not renewed if First Port were told to move out.

The fact the plans have a ground floor commercial space is totally out of keeping. The only commercial space at VQ is NISA which is by the DLR and not inside the residential area. The estate is private residential area. Putting a commercial space opens VQ to anyone to come in and wander around (there is already an anti social behaviour problem along the river front and the monument area). How could the concierge stop/object to cars coming in at the barrier if there is a public commercial space inside? Anyone could then justify coming in, and park up in the visitor bays or Cape Henry or Atalntic Court car parks to take drugs or drink etc. 

And who knows what commercial space this would be. The mock up images seem to indicate seating on a terrace. So would this be a bar, coffee shop, restaurant? And what time would that be open until? The noise of this within what has been a purely residential area seems unacceptable.  And the developer states footfall would be increased.  Seems this would act as a draw for non residents into the community (noise, litter, crime). I can imagine it being a draw for people from the park (nature reserve) next door and be regularly busy. And the garden next door being effectively an extension of it (for take outs or even just more seats being put there in the same way eateries expanded their outdoor spaces in COVID).

They also state the gardens next the rotunda would be opened up to the Thames path. Why is this stated as a positive - it is not intended for non residents as this is private land. There is already a noise and ASB problem near the monument area into the late hours and early morning, this would extend the problem to the garden too, impacting residents of Atlantic Court and the houses around it.

I also see the Savills info pack selling the freehold stated 7 residential units had received "Two Positive pre-application meetings" with the council.  However, the City and Suburan Ltd website plan has increased it to 9 units.

Looking at the plans I can?t see any car parking, so no doubt they?ll be trying to park their cars on our visitor spaces.  No doubt FirstPort will just roll over on this.

I strongly object to this development on these points. 

- There are no car parking spaces. I strongly object to this development on the grounds that -
- Car parking spaces are non-existent. The ones shown in the plans are privately owned by Virginia Quay residents. There are no public spaces or roads on this estate, if the current visitor spaces that are paid for by the occupants of the estate are used, it will cause problems with the residents
- Anti-social behaviour on the riverfront has long been a major problem for the residents. Controlling this has only been possible by using a very strict resident barrier entry policy, this will be rendered impossible by the suggested free public access
- Disturbance in the form of noise caused, will be totally unacceptable in this quiet residential area
- Traffic flow increases will not be suitable for a 10 mph residential zone with lots of children present
- Finally it is in breach of the legal obligations made by Barratt Homes to the residents and owners of the properties in Virginia Quay to make the Rotunda a communal area. Barratt Homes originally represented and promised as not for development but as an amenity for the residents and owners of Virginia Quay and for the Thames River Walk.

An excellent draft for Objection. One point to add: The settler's monument is a Grade 2 listed structure along with its surrounding area - special consideration has to be paid to the heritage aspect of its setting in considering any development/work..
